Texas State Information
Global Christian University (formerly Northern California Bible College) is a private institution and provided that it offers programs that are entirely religious in nature, it falls within the exception for authorization in 19 Texas Administrative Code § 7.9 implementing H.E.B. Ministries v. Texas Higher Education Coordinating Board (THECB), 235 S.W.3d 627 (2007), and does not require approval of the Coordinating Board. Global Christian University has received a letter from THECB noting this exception.
The National Council for State Authorization Reciprocity Agreements (NC-SARA) oversees SARA. Forty-nine (49) states (all except California) and the District of Columbia currently participate in NC-SARA, (NC-SARA Mission Statement). NC-SARA operates under the authority of four regional education compacts: the Midwestern Higher Education Compact, the New England Board of Higher Education, the Southern Regional Board, and the Western Interstate Commission for Higher Education. North Carolina is one of 16 states in the Southern Regional Board compact.
Global Christian University is approved by SARA-Texas to participate in NC-SARA. Though Global Christian University is not yet a member of SARA, Global Christian University is able to offer online education in various states by means of exemption from authorization as filed with various state entities or exempt by statue in those states. In select states, Global Christian University is, as yet, not authorized to instruct students via distance learning.
California State Information
Global Christian University (formerly Northern California Bible College) is a private institution and has been verified as exempt as “Global Christian University has met the qualifications for exemption from regulation under the Act, pursuant to California Education Code (CEC) section
94874(e): ‘An institution owned, controlled, and operated and maintained by a religious
organization lawfully operating as a nonprofit religious corporation…'”
Global Christian University as an exempt institutions shall comply with CEC §94927.5 regarding the retention of student records and transcripts and their submission to the Bureau prior to closing (if that ever occurs). This also means Global Christian University may operate religious education in-person and online in compliance with California state standards as set forth in the CEC and 5, CCR and will continue to comply with all statutes that apply to exempt institutions with regards to the California Bureau for Private Post-Secondary Education (BPPE) at https://www.bppe.ca.gov. This exemption began in December 2025.
Distance Education Authorization
Global Christian University participates in the State Authorization Reciprocity Agreements.
Global Christian University has its primary state authorization through an exemption issued by the Texas Higher Education Coordinating Board (THECB). Global Christian University has been approved to participate in the National Council for State Authorization Reciprocity Agreements (NC-SARA) through Texas. This allows us to provide distance learning programs (both online and as supervised field experiences) and coursework to residents of states other than Texas. It is intended to make it easier for students to take online courses offered in other states, to give them confidence that programs in other states are properly authorized and thus to improve the quality of online education.
NC-SARA is a voluntary, regional approach to state oversight of distance education. Verification of approval by SARA to offer online courses can be found by visiting nc-sara.org. As an NC-SARA member, the University is authorized to offer distance education programs in other member states without additional regulatory authorization from that state. All states within the United States are members of NC-SARA with the exception of California. Members of the State Authorization Reciprocity Agreements (SARA) currently include 49 states, Washington, D.C., Puerto Rico, and the U.S. Virgin Islands. Though California is not a member of SARA, Global Christian University is able to offer online education in this state by means of exemption from authorization.

Complaint to Accreditation (TRACS)
Global Christian University is accredited by the Transnational Association of Christian Colleges and Schools (TRACS). Should one feels complaints or grievances are not addressed or resolved satisfactorily by the College, complaints can also be filed with the accrediting agency with which Global Christian is affiliated, Transnational Association of Christian Colleges and Schools (TRACS). NC-SARA Complaint Process
Global Christian University is approved to participate in the National Council for State Authorization Reciprocity Agreements (NC-SARA), which aids in remedying inconsistencies among state regulations and aids in satisfying consistent customer protection by centralizing the authorization process. NC-SARA is a voluntary agreement among member states and U.S. territories that establishes comparable national standards for interstate offering of postsecondary distance education courses and programs. The intent is to make it easier for students to take online courses that are being offered by postsecondary institutions in other states. You can read more about NC-SARA at nc-sara.org. As detailed in the NC-SARA Policy Manual, consumer-related issues may include, but are not limited to: veracity of recruitment and marketing materials; accuracy of job placement data; accuracy of information about tuition, fees and financial aid; complete and accurate admission requirements for courses and programs; accuracy of information about the institution’s accreditation and/or any programmatic/specialized accreditation held by the institution’s programs; accuracy of information about whether the institution’s course work will transfer to other institutions; and operation of distance education programs consistent with practices expected by institutional accreditors.
